  • About the Giving Directorate and Net Zero Carbon Programme

    The Church of England ministers to every community in England, and our mission and ministry is sustained and expanded through a culture of generous giving.

    The Giving Directorate plays a vital role in equipping dioceses, parishes, and clergy with the tools and confidence to encourage generosity. Through strategic leadership, innovative resources, and collaborative partnerships, we aim to inspire giving that enables the Church to flourish in every community. We lead major funded projects that strengthen giving across the Church, ensuring that generosity is central to mission and ministry.

    The growing department has four teams: Innovation & Insight (leading on innovations, the parish share project, data analysis and marketing); Parish Giving Scheme (giving mechanisms and technology); NZC Fundraising (including policy, philanthropy and gifts in wills) and Learning & Development (delivering training, mentoring, and equipping clergy and diocesan giving advisors, national and regional conferences, and developing online learning resources for parishes).

    You will sit within the Net Zero Carbon Fundraising team which leads the strategy to coordinate and support the plans being developed by our dioceses, churches, cathedrals, schools, and departments to secure the significant additional funding needed to decarbonise the Church of England.


    What you’ll be doing

    As the National Fundraising Policy and Compliance Lead you will be the strategic lead for ensuring a strong culture of fundraising compliance and best practice within the Church of England. You will work within the Net Zero Carbon Fundraising team, which co-ordinates the biggest national fundraising programme within the Church of England, to support them to raise significant funds for the Net Zero Carbon Programme in an ethical and compliant way. You will also work with the Giving Directorate to ensure compliance across all their activities. You will create guidance, tools and resources that dioceses and local parishes can use to ensure they are compliant with key fundraising regulations, and create and deliver the training and case studies to support them. You will proactively advise the Head of Net Zero Fundraising on emerging topics of fundraising policy, such as the use of AI in fundraising and changes to key regulations. 
     

    This is a fixed-term contract role for three years, and interviews will take place week commencing 27 April.

    Responsibilities

    •    Leading on promoting and fostering a strong culture of compliance and excellence in giving at every level of the Church of England.

    •    Create a Giving Compliance Framework for the Church of England, including updating and writing policies, guidance, tools and resources (including case studies and the Church of England’s website) and delivering training to promote best practice at national, diocesan and parish level.

    •    As the lead for fundraising compliance, act as a key point of contact for queries related to giving and fundraising compliance and policy for NCI colleagues, dioceses and parishes.

    •    Represent the Church of England with key agencies such as HMRC, Charity Tax Group (CTG) and the Fundraising Regulator and play an active role in external working groups such as CTG’s Gift Aid work group.

    •    Advise project leads within the NZC Fundraising team and Giving Directorate on benefits and risks of our activities and advise on the best course of action.

    •    Contribute to NCIs risk management processes to ensure that fundraising compliance risks are well understood and effectively managed.

    •    Stay up to date with best practice, emerging trends (e.g. use of AI) and compliance requirements and regulations that affect the work of the NZC Fundraising Team, Giving Directorate and the dioceses, parishes and other bodies that make up the Church of England. Regulations include the Fundraising Regulator’s Code of Fundraising Practice, GDPR/UK Date Protection Act 2021, Charity Commission guidelines, HMRC Gift Aid guidelines.

    •    Contribute to government and key agency consultations on legislation that affects fundraising within the Church of England.

    •    Report on progress to relevant Boards and Giving Directorate Senior Leadership Team

    •    Conduct periodic reviews to ensure compliance procedures within the NZC Fundraising Team and Giving Directorate are followed and fit for purpose.

    Key working relationships: Director of Giving, Giving Directorate, NCIs Legal team, NCIs Faith & Public Life team, NCIs Audit and Risk teams, dioceses across England.

    Essential

    Knowledge/Experience

    • Extensive experience advising fundraising teams on compliance and policy 

    • Strong understanding and familiarity with the Fundraising Regulator’s Code of Fundraising Practice, GDPR/UK Date Protection Act 2021, Charity Commission guidelines, HMRC Gift Aid guidelines. 

    • Experience of writing policies and procedures

    • Experience creating training materials and effectively delivering training 

    • Experience of working within a large and complex organisation 

     

    Skills & Abilities:

    • Excellent communication skills in person, in writing and online

    • Ability to understand and interpret complex legislation, regulations and guidance and communicate it in a simple way to others

    • Strong influencing skills with the ability to build effective relationships with senior colleagues as well as with volunteers and those with limited or no experience of fundraising

    • Willingness to learn new things and adapt thinking as fundraising practices and external regulations evolve

    • Strong project management skills

    • Problem solving skills and ability to see alternative solutions to overcome barriers

    • Ability to work collaboratively across a diverse and geographically dispersed organisation

    • Ability to travel, on occasion, for work purposes across England. 

                

    Qualifications & Training:

    • We expect to see evidence of continued learning in relation to fundraising policy and compliance. This could be evidenced through training courses or conferences, workshops, or seminars attended. 

     

    Desirable

    • Experience of working with volunteers 

    • Understanding of the Church of England’s structures
