Did you know that there are at least 20m people in the UK in vulnerable financial circumstances, who are poorly served or unfairly excluded from mainstream financial services?
That’s nearly a third of all adults in the UK.
We are Fair4All Finance. We are a not-for-profit organisation working with Financial Services providers to improve the financial wellbeing of people in vulnerable circumstances by increasing access to fair, affordable and appropriate financial products and services.
We are continuing our work following our latest round of funding, and as a result we are now seeking a Senior Programme Manager – Propositions to oversee the design, delivery and impact of complex, multi-million-pound programmes that support Fair4All Finance’s mission to improve financial inclusion across the UK.
As a key member within the team, the Senior Programme Manager will lead on the strategic development of new propositions, managing the full programme lifecycle — from concept and scoping through to delivery, evaluation and continuous improvement.
They will act as a strategic leader and trusted advisor, providing direction across multiple programmes, ensuring alignment with organisational priorities, and supporting the professional development of your team.
This role combines strategic vision with practical delivery, requiring strong stakeholder management, financial oversight, and people leadership.
Key Responsibilities
Lead the strategic design, development, and delivery of large-scale programmes aligned to Fair4All Finance’s mission and priorities.
Define programme strategy, objectives, scope, and success measures, ensuring quality, impact, and value for money.
Oversee the full programme lifecycle — from concept to evaluation — embedding strong governance, reporting, and risk management.
Build and manage strategic relationships with funders, regulators, and key delivery partners to enable collaborative impact.
Provide strategic oversight of budgets, procurement, and contracts, ensuring financial discipline and accountability.
Lead and support a team of Programme Managers and Associates, fostering a culture of inclusion, learning, and performance.
Represent Fair4All Finance externally, convening stakeholders and shaping sector-wide solutions to financial exclusion.
Use data, evaluation, and learning to drive continuous improvement, innovation, and future programme strategy.
Essential experience & qualifications:
Significant experience leading large-scale or multi-programme initiatives within the financial services sector.
Strong strategic and commercial acumen with the ability to shape complex programmes into actionable delivery plans.
Demonstrable expertise in programme governance, risk management, and financial oversight.
Excellent communication, negotiation, and relationship-building skills.
Passion for Fair4All Finance’s mission and commitment to improving financial resilience for those in vulnerable circumstances.
Desirable experience
Product development and iteration experience ideally in the personal loans/unsecured lending market and particularly serving customers in financial vulnerable circumstances
Experience of working with regulatory bodies, government, civil service or other external stakeholders
Experience of leading and managing people and teams

As you’ll be working across differing programmes, you’ll be able to deal with complexity and uncertainty and work under your own initiative and be comfortable working across a range of projects of different sizes and managing priorities and supporting projects outside of your own area of expertise when required.
Relationship building and stakeholder management is critical, and you’ll also enjoy innovative and experimental ways of team working.
This role will be ideally suited to someone with significant programme management experience who is ready to lead large scale, national programmes that include a wide range of stakeholders.

Founded in 2019, we are funded from the Dormant Assets Scheme. The scheme is led by the financial industry and backed by the UK government. This makes it possible for money in dormant bank and building society accounts to be used to help good causes.
