    The role of Programme Manager sits within the Programme & Project Management Function of the Strategy & Change Directorate of the Police Digital service and is responsible for the organisation and co-ordination of a number of the IT projects which the Police Digital Service is set to deliver.

    The Programme Manager will be expected to work with the Director of Strategy & Change to manage the delivery capability and contribute towards the long-term sustainability of the organisation.

    Key Responsibilities

    • Managing the PDS Delivery Programme & Projects to deliver the defined outcomes.

    • Working with Project Managers to achieve programme deliverables and monthly milestones identified in the plans.

    • Agreeing Police Force and organisational requirements, and translating them into achievable delivery plans.

    • Acting as the day-to-day agent of the Director of Strategy & Change for successful delivery of the national and organisational capabilities programmes & projects.

    • Working with the Portfolio Finance Lead to manage and ensure that appropriate and relevant financial controls are in place to ensure that budgets and costs, including variances, are tightly managed, reported and reviewed in accordance with agreed processes.

    • Working with the PMO to create and maintain management governance frameworks to ensure the sustained effectiveness of the projects & programmes.

    • Working with the relevant teams to maintain trusted communication & engagement channels with force leadership to enable the effective delivery of the projects and programmes

    • Working with Director of Strategy & Change to establish and maintain effective relationships with other National policing bodies, forums and programmes to ensure ongoing alignment and efficiency, minimise duplication and ensure clear direction for forces.

    • Gaining stakeholder support and approval for the PDS strategic vision across multiple stakeholders.

    • Support the development of the Strategy & Change function through the PPM Centre of Excellence

    What you need to succeed in the role

    Knowledge

    • Programme and Project management certification or substantial experience (e.g. MSP, Prince2).

    • Management qualification, or equivalent, with proven team and supplier management knowledge - to SFIA Level 7 (Set Strategy, Inspire and Mobilise programmes).

    • Strong technical background and exposure to a wide range of technology platforms and solutions, ideally having worked in supplier relevant roles.

    • Knowledge and understanding of Industry Best Practice and relevant Programme Governance Guidelines and approaches in major change initiatives.

    Experience

    • Significant experience in project, programme and portfolio management.

    • Significant experience of financial control, reporting and monitoring - relating to in-scope portfolio, programme and/or project(s) delivery.

    • Proven experience in the delivery of highly technical solutions and security monitoring services into complex IT environments.

    • Proven experience in the delivery of large digital transformation.

    • Proven experience of contract management.

    • Demonstrable project management experience including the procurement and management of multi skilled project teams, contractors and suppliers.

    • Demonstratable experience of leading and managing technical teams.

    • Proven security domain knowledge in terms of the successful delivery and/or transition of internal service(s) to managed service providers and/or outsourcing environments.

    Key Skills

    • Proven ability to plan, organise and deliver programmes of work to tight deadlines and budgets.

    • Understanding of common security compliance frameworks, controls, and best practices.

    • Good knowledge of relevant disciplines: Enterprise Architecture, Technology Standards, Cloud Technologies, Cyber Security, Digital Transformation.

    • Team player demonstrating successful co-ordination of varied internal and external stakeholders.

    • Strong technical analytical, mediation and problem resolution skills.

    • Strong stakeholder management, leadership and relationship building skills.

    • Able to express complex ideas in an effective manner for the target audience.

    • Capable of formulating statements of work for delivering ICT work packages contributing to business change projects/programmes.

    • Ability to be professional and influential on key issues at Local, Regional and National Levels.

    • Operational experience with a focus on large scale complex portfolio operations.

    • Expert use of IT in particular the Microsoft Project software, and Office 365 suite.

    • Industry certifications such as AGILE, LEAN.

    Working Arrangements

    This is a remote role with occasional national travel.

    All applicants must be eligible to undergo NPPV3 (Non Police Personnel Vetting Level 3) and SC vetting clearances. Successful applicants will require NPPV3 clearance to have been cleared before starting with PDS.
