Background for this consultancy
Sightsavers promotes decent work outcomes for young people with and without disabilities through programmes in Sub-Saharan Africa and South Asia, as well as by providing technical support to youth employment initiatives globally. Evidence and learning from various programmes consistently highlight the challenges in realising these decent work outcomes for young people, especially young people with disabilities.
To strengthen future programming and guide current adaptation to delivery, Sightsavers are seeking an experienced consultant/consultancy team to develop a suite of evidence based, technical and practical resources. These resources will be used to support development partners and donors to design, deliver and adapt more effective and inclusive youth employment programmes that contribute to sustainable decent work outcomes.
ResponsibilitiesThe consultant/consultancy team will be required to examine a range of primary and secondary data to consult, explore, define and present recommendations for best practice in disability and decent work programmes. The guide should include a critical analysis of existing tools, frameworks and definitions (including but not limited to the ILO decent work agenda and UNCRPD), insights and experience from disability and decent work programmes within the targeted portfolio (including grey literature) and incorporating diverse stakeholder perspectives and case studies.

Sightsavers welcomes expressions of interest from qualified independent evaluators or consultancy companies.
Although the consultant location is flexible, Consultants are expected to be available for programme management check-in calls taking place within UK time zones, and to be willing to accommodate key informant interviews with stakeholders across varied regions and time zones (notably those within Africa, Asia and Europe).
Skills and ExperienceThe consultant and team members should have the following core competencies and experience:
Strong understanding of current developments in decent work, youth employment and disability inclusive development programming in African and Global South contexts.
Bachelor’s degree or higher (master’s preferred) in international development, disability studies, labour studies, social sciences or similar
A proven track record of providing technical guidance to programmes on labour market outcomes and human rights, with a preference for programmes working to strengthen the inclusion of marginalised groups and the decent work agenda
A professional background of experience in developing project technical tools such as training tools, technical guidelines, reports.
Experience working with diverse stakeholders, including global donors, national government, multilateral agencies, civil society (including organisations of persons with disabilities), employer networks and trade unions.
Fluency in English (written and oral)
Strong analytical, organizational and communication skills, and the ability to work independently as well as to effectively consult with diverse project teams.
Strong writing skills with the ability to write compellingly in different styles according to the aims and audience of the project.
A clear commitment to disability inclusion, youth empowerment and the decent work agenda.
Payment Terms
The agreed budget will be discussed at interview.
Consultants with a proven track record in the above will be procured to undertake the project through an expression of interest process.

Sightsavers will assess EoI’s submitted according to standardised quality assessment criteria, as well as based on their competitiveness and value for money in line with the budget available for this contract.
Bidders are required to submit the following examples of previous work:
Relevant technical tools and guidance documents developed though previous positions/consultancies.
Examples of written reports, studies, publications, etc. whereby the consultant was the lead author.
The EoI response should also include roles and responsibilities of the consultants and number of days input, as well as a proposed workplan and indicative budget, including team members’ daily rates for the assignment and any other anticipated expenses.
