Salary: £58,570 base salary per annum (plus London allowance if applicable)

About the role
As Programme Lead, you'll own the overall programme, shaping its roadmap, setting priorities and ensuring projects are aligned, well governed and delivered successfully.
Alongside overseeing the wider programme, you'll provide hands-on leadership for two flagship initiatives:
Developing a new service-wide People & Culture Strategy.
Co-creating and embedding a new set of shared service-wide values.
Success in this role will depend on your ability to combine strategic thinking with practical delivery. You'll work collaboratively with senior leaders, colleagues and partners across the Citizens Advice network to build shared ownership, facilitate engagement and keep complex programmes moving forward.
You'll translate ideas into action through effective planning, governance, reporting and programme management, while adapting to emerging insight and changing priorities.
About you
We're looking for someone who is equally comfortable leading organisational change and delivering complex programmes.
You'll bring:
Significant experience leading large-scale organisational development, culture or transformation programmes.
Excellent programme and project management skills, with the ability to manage multiple interdependent workstreams.
Experience developing organisational strategies, culture change initiatives or values programmes.
Strong stakeholder engagement and facilitation skills, with the ability to build trust across diverse groups.
Confidence working with senior leaders while collaborating effectively with colleagues at every level.
The ability to balance strategic thinking with practical delivery, maintaining momentum in complex environments.
Excellent communication, planning and reporting skills.
Experience of working across large, federated or partnership-based organisations would be an advantage, but isn't essential.

Significant specialist knowledge and experience designing and delivering system-wide initiatives or programmes successfully, demonstrating best practice in culture change, leadership development, organisational development practice, and change management, gained in a complex context, with evidence of maintaining up-to-date professional knowledge and best practice within these areas.
Proven experience in leading the development and embedding of organisation-wide values and behaviours frameworks, ensuring they translate into everyday practice
Proven experience in leading participatory processes to co-design a system-wide strategy or equivalent large-scale framework with diverse stakeholders and deep knowledge of how to sustainably affect change across a complex and diverse system.
Proven ability to translate strategic priorities into clear plans, diagnose organisational needs, and develop practical solutions in complex and evolving environments.
