Purpose of the Role
The Independent Review Mechanism for England (IRM) provides, on behalf of the Secretary of State for Education, review panels for potential and current foster carers and adopters when agencies have decided not to approve them as a foster carer or adopter, or to terminate or change the terms of their approval. The IRM also receives applications to receive information from adoption records.
As the IRM Medical Advisor you will be providing written medical advice to caseworkers, panel members and the Contract Manager about individual applications and well as ad hoc advice on occasions.
Main Duties & Responsibilities:
• To read the medical information, accessed directly from the IRM database, associated with the IRM application and provide written medical advice for the relevant review panel
• To be fully conversant with current fostering and adoption legislation, emerging procedures and ensure your knowledge is kept up to date
• To provide written medical advice to the caseworker requesting additional material the IRM requires from the applicant/s and agency, to ensure factual and up information for the IRM panel to consider
• To attend the IRM panel for complex fostering cases where attendance of the medical advisor at panel is required and for all adoption cases, alongside submitting a written report
• To check the minutes for your specific contribution to panel to ensure accuracy
• To contribute to the development of the IRM service
• To recognise and challenge all forms of discrimination and prejudice in the workplace
• To treat everyone with respect, dignity and fairness and to acknowledge and celebrate diversity
• To maintain an awareness of your own and others’ health and safety and comply with Coram Group Health and Safety policy and procedures
• To maintain confidentiality of information; it will be necessary to comply with all requirements related to the Data Protection Act/ General Data Protection Regulations (GDPR)
Person Specification
Knowledge, Skills & Experience
• A professional qualification in UK medical practice
• Registration as a health professional
• Substantial recent experience of medical understanding in the context of fostering and adoption in England and Wales
• Up to date knowledge of legislation of fostering and both domestic and inter-country adoption in the U.K
• Ability to assimilate large, complex amounts of electronic information within short time scales and prepare reports highlights key issues and giving relevant medical advice
• Ability to conduct independent medical research into related issues as required
• Ability to work under pressure and to tight deadlines
• Reliable and flexible
• Understanding of, and a commitment to, equal opportunity and diversity issues
