The Role
The Civils Administrator provides essential administrative and coordination support to our internal civils delivery, with a particular focus on permitting, compliance, and documentation control. This role is key to ensure that civils works are legally compliant, efficiently planned, and audit ready. You will coordinate permits with local authorities and work closely with Internal management and field teams to ensure activities are planned and communicated effectively to facilitate project demands. You will play a key role in coordinating a busy fast paced civils programme, reducing disruption to the local community where possible and supporting successful project delivery.
Key Responsibilities
Permitting & Compliance
Submit, monitor and manage Street Works permits end to end ensuring raised to high standard with required, conditions, documentation and durations
Ensure compliance with street works legislation and safety requirements (NRSWA, HAUC)
Coordinate TTRO applications in line with programme requirements
Liaise with local authorities and statutory bodies and serve as primary point of contact between Connect Fibre and the Local Authorities building strong relationships
Ensure all permits are registered correctly with reinstatement details within SLA
Coordinate and Resolve site inspections, FPNs, Defects, Section 74s and non compliances to a resolution
Administration & Coordination
Work closely with the Civils Manager and programme leads to Plan and execute a strong civils programme to meet Project demands
Maintain civils delivery records and documentation
Obtain, assess and provide compliant Safedigs and CADs
Obtaining and coordinating ZOI Permissions, JSVs from Affected Asset Owners (ZOI)
Coordinate with TM providers
Maintain accurate audit trails for BDUK compliance
Liaise with field teams and Civils Manager/supervisors to confirm works and schedules
Identify Risks and delivery issues with clear communication to the Civils Manager and the use of RAID methodology
Mailbox management
Reporting & Systems
Update internal systems with permit and works data
Support reporting on civils progress and risks
Ensure documentation is available for audits and reviews
Required Experience & Skills
Essential
Previous experience of permitting in a Street works coordination role
Strong understanding of:
- Streetworks Legislation and permitting (NRSWA, HAUC)
- Traffic Management Planning and ability to read CADs
- TTRO’s / complex TM permitting and planning
Confident communicator able to liaise with councils and operational teams
High attention to detail
Strong organisational and communication skills
Ability to manage multiple priorities in parallel
Able to work well and remain calm under pressure
Self motivated and results driven
A proactive and solution-focused approach to problem-solving
Desirable
Experience in telecoms civils or utilities
Understanding of civils activities (Excavation, backfill, reinstatements)
Experience in Planning or Project coordination
Familiarity with BDUK requirements
Experience working with multiple stakeholders
NRSWA Accreditation

Reports to: Senior Manager – Delivery
Indirectly reports to: Civils Manager & Programme Lead (Build Lead)
