  • Police Digital Service (PDS) is recruiting on behalf of the NPCC National Data & Analytics Office , a dedicated national capability transforming data use in policing. 

    This is an exciting opportunity to be part of a ground-breaking function within policing which will shape the future of data and analytics in UK law enforcement and help to utilise policing data to better protect the public. The NDAO will ensure:

    • Responsible data use across law enforcement

    • Improved data governance and standardised datasets

    • Enhanced data analytics services to support operational decision-making

    • Professionalisation of data roles within policing

    • A more integrated data-sharing ecosystem across forces

    Salary starting at £85,000pa . This role is a Fixed Term role for 12 months and you will be seconded from PDS into the NPCC & Data Analytics office.

    Key Responsibilities

    • Build strong relationships with senior stakeholders, including key government bodies, law enforcement leaders, and strategic partners, providing guidance and influencing decisions to ensure the successful delivery of data and analytics transformation initiatives.

    • Lead the implementation of the data and analytics strategy, ensuring that technology solutions are aligned with the NDAO's objectives and delivered within agreed timelines, budgets, and quality standards.

    • Collaborate with cross-functional teams, including Senior Responsible Officers (SROs), Data Leads, Change Managers, and

    • Delivery Managers, to ensure the successful delivery of major data-driven projects and programmes, meeting customer expectations and achieving strategic goals.

    • Lead procurement processes, engage with third-party suppliers to identify innovative technology solutions, and ensure value for money in service contracts, managing supplier relationships to ensure that services meet the strategic needs of the NDAO.

    • Work with senior stakeholders to prioritise demand, ensuring that technology enablers are aligned with the National Data and Analytics Strategy and broader governmental priorities.

    • Manage physical and virtual teams to deliver strategic outcomes across multiple data and analytics accounts and programme streams, ensuring alignment with the NDAO’s long-term vision and operational requirements.

    • Occasionally assume the responsibilities of a Business Lead, overseeing and driving the development, implementation, and optimisation of analytics capabilities. This includes managing risks, coordinating with programme teams, and ensuring governance, reporting, and quality standards are met to address policing needs identified by the NPCC Data and Analytics Board.

    What you need to succeed in the role

    • In-depth Knowledge of DDaT Transformation: Extensive expertise in leading digital transformation initiatives and the ability to implement cutting-edge technology solutions within complex, multi-stakeholder environments.

    • Thorough understanding of the National Police Digital Strategy, including its practical implementation and strategic impact at both national and local levels.

    • Advanced knowledge of strategic planning and delivery frameworks, especially in the context of complex governance structures and multi-stakeholder environments.

    • In-depth knowledge of procurement strategies and the ability to manage high-value contracts, particularly in engaging with third-party vendors and suppliers.

    • A comprehensive understanding of national and local governance structures, policies, and statutory requirements related to DDaT in policing and public sector settings.

    • Proven ability to lead and inspire multi-disciplinary teams, with a focus on influencing senior stakeholders and driving successful delivery of digital transformation initiatives.

    • Exceptional verbal and written communication skills, capable of translating complex technical concepts into clear, actionable insights for both technical and non-technical audiences, including senior executive-level stakeholders.

    • Expert facilitation skills, including leading high-profile discussions, resolving conflicting priorities, and building consensus in politically sensitive or challenging environments.

    • Skilled in developing and maintaining trusted relationships with senior stakeholders, including Chief Officers and national governance boards, enabling effective collaboration and advisory.

    • Highly developed problem-solving abilities, with a proven ability to navigate ambiguity, resolve complex issues, and deliver innovative solutions in a collaborative environment.

    • Expertise in relevant IT systems and tools, including CRM platforms, project management software, Microsoft 365, and data analytics tools, to enhance operational efficiency and decision-making processes.

    • Extensive experience in a senior role delivering digital and technology transformation projects within policing or the public sector.

    • Proven experience working with senior stakeholders, including Chief Officers and other leaders, to shape, influence, and deliver digital and data strategies.

    • Significant experience in managing large-scale projects, particularly those involving complex governance structures, competing stakeholder interests, and high levels of scrutiny.

    Working Arrangements

    This is a remote role with occasional travel required to attend meetings. 

    All applicants must be eligible to undergo NPPV3 (Non Police Personnel Vetting Level 3 )and SC vetting clearances. Successful applicants will require NPPV3 clearance to have been cleared before starting with PDS.
