  • Police Digital Service (PDS) is recruiting on behalf of the NPCC National Data & Analytics Office , a dedicated national capability transforming data use in policing. 

    This is an exciting opportunity to be part of a ground-breaking function within policing which will shape the future of data and analytics in UK law enforcement and help to utilise policing data to better protect the public. The NDAO will ensure:

    • Responsible data use across law enforcement

    • Improved data governance and standardised datasets

    • Enhanced data analytics services to support operational decision-making

    • Professionalisation of data roles within policing

    • A more integrated data-sharing ecosystem across forces

    Salary starting at £65,000pa . This role is a Fixed Term for 12 months and you will be seconded from PDS into the NPCC & Data Analytics office.

    Key Responsibilities

    • Regularly communicate with senior stakeholders of Chief Officer level or equivalent from the National Police Chiefs Council (NPCC), held quarterly, Home Office, National Police Data and Analytics Board (NPDAB) held quarterly, and the Police Digital Service (PDS) through weekly meetings, emails, and virtual calls. 

    • Work with Operational Policing Subject Matter Experts (SMEs) as needed, using meetings, emails, and phone calls. This collaboration helps implement data strategies and refine services based on feedback.

    • Engage with Chief Officers and senior stakeholders in local police forces depending on project needs, accepting that on occasions projects can span multiple years and experience changes in senior management. Communication will occur through email, phone, and virtual meetings to influence the adoption of data standards and align local practices with national guidelines.

    • Collaborate with the College of Policing (COP) each month. Regular meetings and emails are necessary to develop a collaborative relationship and support the data acquisition requirements of the College.

    • Work with the wider team on an ongoing basis. These interactions focus on overseeing projects, resolving operational issues, and ensuring daily activities align with national policing goals.

    • Attend quarterly meetings with the NPDAB. These meetings aim to guide strategy development and support data governance in line with national objectives.

    • Work with the PDS Digital, Data & Technology Department regularly. Weekly virtual meetings and emails help ensure that data services fit within the broader digital transformation efforts in policing.

    • Occasionally meet with external data experts and vendors. These meetings provide advice on new technologies, support contract negotiations, and help UK policing stay innovative in data use.

    • Engage with other law enforcement agencies (such as the Crown Prosecution Service and National Crime Agency) as needed. This contact fosters cooperation on data initiatives and ensures compliance with relevant data regulations.

    • Communicate occasionally with the general public. This may involve public reports or presentations to update on data strategies and build trust in policing's data efforts, as guided by the Director for Data and Analytics in Policing,


    What you need to succeed in the role

    • Qualifications: A relevant degree in data management, computer science, or a related field is preferred, or relevant work-related experience.

    • Professional certifications in data governance, project management (e.g., PRINCE2, Agile), or relevant data-related qualifications are advantageous.

    • Data Strategy and Transformation: Comprehensive understanding of data-related transformation programs at a national level, including complex dependencies and external relationships. Ability to develop strategies that drive significant change in data capabilities.

    • Legal Compliance: In-depth knowledge of relevant data-related legislation and legal compliance frameworks, , e.g., Freedom of Information (FOI Act 2000), Management of Police Information (MoPI), Investigatory Powers Act 2016 etc, ensuring adherence to data protection and privacy laws.

    • Data Architecture and Security:  Practical knowledge of data architecture,  ensuring data is effectively organised, data assurance to maintain the accuracy, quality and reliability of data across its lifecycles. In addition, the jobholder must be knowledgeable about data ethics, and security frameworks that govern data management practices.

    • Ethics and Proportionality: Understanding of ethical considerations regarding the use of data, advanced analytics, and data science within the policing and national security contexts. This includes recognising the importance of transparency, fairness, and accountability in data-driven decision-making and ensuring data practices respect individual rights and societal values. 

    • Skills:
      Strategic Visioning: Capability to review, design, and articulate a strategic vision for data within NPCC, translating complex operational, technical, and compliance landscapes into actionable plans.
      Negotiation and Influence: Exceptional negotiation and influencing skills to build a strong network of senior stakeholders, ideally with specific experience in a police or relevant public sector environment to aid commitment and drive engagement.

    Working Arrangements

    This is a remote role with occasional travel required to attend meetings. 

    All applicants must be eligible to undergo NPPV3 (Non Police Personnel Vetting Level 3 )and SC vetting clearances. Successful applicants will require NPPV3 clearance to have been cleared before starting with PDS.
