JOB PURPOSE
Head of Finance and Resources
Home-based or Hybrid (with at least one fixed day worked in the IPSEA
office in Takeley, Essex)

The Head of Finance and Resources provides strategic leadership and operational management across IPSEA’s finance, HR and Fundraising functions, ensuring the charity has robust financial management, effective systems, and sustainable infrastructure to deliver its mission. This role focuses on organisational management, financial integrity and coordination across functions, rather than providing specialist HR or fundraising expertise.
This is a hands-on role. While the postholder leads on financial strategy, planning and control, they are also responsible for delivering key financial processes and day to day operations. The role oversees key organisational functions including HR and fundraising.
They line manage the Finance Administrator, HR Manager and Fundraising Manager, ensuring alignment, coordination and effective use of organisational resources across the organisation.
Professional expertise and delivery within HR and fundraising remain the responsibility of the relevant managers. The role does not carry responsibility for income generation targets but ensures robust financial and operational support for fundraising activity.
Main duties and responsibilities
Financial Systems, Control and Operations
Maintain and develop financial systems, policies and procedures, ensuring these are fully documented and regularly reviewed.
Ensure robust financial processes are in place to support compliance, accuracy and operational efficiency.
Monitor cashflow, accounts and financial transactions and manage key financial operations including banking, reconciliations, payroll, pensions, expenses and Gift Aid.
With the support of the Finance Administrator, undertake month end activities including journal preparation for accruals and prepayments and posting to the nominal ledger.
Hold overall responsibility for the organisation’s bank accounts and financial control framework.
Financial Reporting and Management Accounts
Prepare monthly management accounts and cashflow forecasts for the Chief Executive, Board of Trustees and senior management team
Support budget holders to understand financial performance and variances.
Budgeting, Forecasting and Financial Strategy
Work with the Chief Executive and senior management team to prepare the annual budget and mid-year reforecast in line with strategic goals and business plan.
Contribute to the development of financial and income planning to support long-term sustainability.
Track the organisation’s financial status and performance to identify risks, opportunities and areas for improvement.
Restricted Funds, Compliance and Governance
Manage IPSEA’s restricted funds to ensure accurate tracking, reporting and compliance.
Ensure all financial practices comply with statutory, regulatory and Charity Commission requirements.
Ensure appropriate financial records are maintained to meet legal and charitable obligations.
Lead the annual statutory audit and liaise with auditors in the preparation of annual accounts.
Lead the submission of statutory returns to the Charity Commission and Companies House.
Recommend and oversee IPSEA’s investment approach, ensuring funds are managed in line with the charity’s reserves policy, risk appetite and legal responsibilities.
Fundraising and Income Support
Provide management oversight and financial support to the fundraising team and support with grant applications, financial input and reporting to funders.
Ensure accurate financial information is available to support income generation and funding compliance.
Work collaboratively with fundraising colleagues to strengthen financial planning and reporting to external stakeholders.
Provide detailed costing for projects and funding bids, including staff time, overheads and delivery assumptions for fundraising bids, grant applications and funder reporting requirements.
Leadership, Resources and Organisational Operations
Act as a senior member of the management team and provide strategic leadership for Finance and effective line management across HR and fundraising functions.
Take a leading role in supporting the CEO and senior management team with developing the business plan, performance measures and with monitoring progress.
Line-manage the Finance Administrator, Fundraising Manager and HR Manager, building effective working relationships.
Support organisational planning, resourcing and cross-team coordination.
Support the Chief Executive and Board by coordinating the Remuneration Committee, including preparing relevant papers and providing financial insight.
Develop and improve organisational systems, policies and processes to ensure efficiency and effectiveness.
Contribute to development and continuous improvement across the organisation.
Lead on financial risk management and contribute to the organisational risk register.

PERSON SPECIFICATION
Essential
Fully qualified accountant (ACA, ACCA, CIMA, CIPFA or equivalent).
Strong understanding and experience of charity finance, SORP, compliance, risk management and governance requirements.
Significant experience in charity finance, financial management or organisational resources.
Experience preparing management accounts, budgets, forecasts and financial reports.
Experience managing financial systems, controls and processes.
Experience supporting budgeting and longer-term financial planning.
Experience working with senior leadership teams and/or trustees.
Experience of managing and motivating staff.
Ability to manage cashflow, restricted funds and financial reporting.
Ability to analyse financial information and translate it for non-financial stakeholders.
Strong organisational and analytical skills.
Commitment to IPSEA’s mission and values.
Desirable
Experience overseeing HR, fundraising or wider operational functions.
Experience in a small or medium-sized charity environment.
Experience improving systems, processes or digital infrastructure.
