Job responsibilities
Liaison with Primary Care Organisations (PCOs) and other stakeholders regarding operational and performance issues related to clinical, provider assurance, dental services and information services provided by NHS Business Services Authority (NHSBSA).
Contribute to the development and implementation of appropriate NHSBSA customer products and services to support clinical monitoring of primary dental services.
Advise and contribute to the development, review and monitoring of dental policy, NHSBSA clinical products and services.
Develop and report on metrics that demonstrate the impact of the risk management activities on Primary Dental Services: provides reports for the Senior Management team on a quarterly basis and when requested to support Senior Management reporting.
Provide advice on all clinical matters to the NHSBSA external clients and customers and to all sections of the NHSBSA internally. Will be required to liaise with other bodies, such as the GDC, dealing with the NHSBSA on clinical issues.
Liaison with Welsh Government (WG) and NHS England (NHSE) to coordinate, implement and report on targeted clinical monitoring and risk management activities provided by the NHSBSA for Health Boards and Commissioners or PCOs. Proactively gather intelligence on outcomes following targeted checks.
The post holder will need to develop a strong communication network with a range of NHS organisations and internal / external stakeholders to ensure NHSBSA dental activities, appropriate clinical monitoring products and services are developed to meet stakeholder requirements.
The post holder will also carry out clinical examinations, deliver presentations and attend Provider/Performer meetings when required.
In this role, you are accountable for:
Assessing the evolving NHS dentistry environment and network with key influencers, service providers and service commissioners, to gather information that informs clients, NHSBSA dental policy, and the development of appropriate services and productsWork closely on all dental policy and NHSBSA targeted clinical monitoring matters with the Clinical Team and other Senior Managers of the NHSBSA
Work with a wide range of internal and external customers to identify customers requirements and support the development of appropriate clinical services and products to meet those needs, ensuring best use of available resources
Support and contribute to review and monitoring of the effectiveness of policies, strategies, resource utilisation and procedures to improve performance and to maintain the targets agreed
Represent the NHSBSA at meetings with external customers (NHSE, WG, PCOs, GDC, NHS Counter Fraud Services, Providers/Performers and others) to consider matters relating to dental policy and monitoring of primary dental services
Provide dental policy advice to a range of internal and external stakeholdersTo provide clinical opinion and effective analysis and reporting of clinical matters for NHSBSA Data Services
To provide clinical input to the development and implementation of the Risk Management System
To provide clinical input and advice to the NHSBSA Caseworker Team
Meet with PCOs regularly to discuss contracts of concern based on NHSBSA DS information. Proactively feed back to the NHSBSA on the relevance of this information and put forward suggestions for change through formal reports and risk analysis researchEnsure that information is collected on the outcomes for contracts where extra NHSBSA activity has been provided and ensure this is regularly reported to the Senior Management Team and through the Risk Management Forum
Take responsibility for analysing the information provided to health bodies from the NHSBSA to look for potential risks
Work closely with WG / NHSE and PCOs to report on NHSBSA monitoring activities and agree appropriate further monitoring activities where requiredTo monitor and report to WG /NHSE and PCOs on NHSBSA performance and outcomes against agreed clinical monitoring objectives, whilst ensuring costs are maintained within the agreed NHSBSA annual budgets and resources
Clinical risk management and monitoring activities to include the examination of clinical records, patients, assessment of surgery premises and feedback to practitioners
Liaise with Information Services to analyse and assess NHSBSA contract monitoring activities and prioritise further targeted clinical monitoring activity
Deputise for other Clinical Advisers or Senior Clinical Adviser when necessary

Ability to manage expenditure within the organisation ensuring service requirements are met and full audit trails are present for all decisions taken
You must be willing to travel within England and Wales with overnight stays including when required at the Eastbourne office
It would be desirable to be in possession of a full driving licence

Ability to write and present complex reports for the NHSBSA, its clients and customers
Ability to chair meetings with a variety of internal and external stakeholders
Ability to maintain paper and electronic records
Ability to maintain spreadsheets and databases
Strategic and Service Responsibilities:
Ability to manage dental policy within clinical and other areas of the NHSBSA Dental Services (NHSBSA DS) and represent NHSBSA DS in relation to this work area at high level meetings
Qualification and knowledge requirements:
Bachelor of Dental Surgery degree
Current registration with GDC
Strategic and working knowledge of all NHSBSA DSs business processes
IT literate in Microsoft Outlook, Project, Word and Excel
Knowledge of Data Protection and Freedom of Information Acts and all relevant NHS and public sector legislation
Compliant with GDC CPD requirements
Experience requirements:
Extensive experience of NHS dental practice in primary care
Willingness to undergo and satisfy the requirements of NHSBSA dental clinical advisers induction course (six months)
Organisational Skills:
Ability to plan and prioritise organisations and own workloads and objectives to ensure all business requirements are met both short and long term
Ability to cope with competing demands for time and resource
Ability to work under pressure to ensure internal and external stakeholders requirements and deadlines are met
